I didn't look at it closely but it seems like the `dmtcp_checkpoint()` API is broken on master. The program hangs after calling the checkpoint API.

If the modify-env plugin is being used, and there is no dmtcp_env.txt present, then the plugin should issue a warning (not a fatal error). This should be the case both on checkpoint and on restart.
