We should allow to counteract to an hostile user trying to brute force either the ticket/grant ID space (by trying many invalid IDs) as well as invalid ticket/grant passwords.

There should be protection agains brute force attacks by slowing down the server:
- Many failed logins from same IP
- Many failed logins to the same email (even if they are from different IPs).
