add NVG #50

Suggestion to add back NVG for fresh spawns. Great for Exile. Just a little too difficult for fresh spawns to get on their feet in wasteland. You can delete the pull request if you strongly disagree.

I like the flashlight use and glow sticks. This would make the nvm loot, flashlight and glow sticks worthless. Just don't play at night if you don't like it I guess. I don't strongly disagree but I'll close this anyways.

lol no intelligent person would ever use flashlights, it's like shouting "HEY EVERYBODY LOOK AT ME"

I play as a fresh spawn a lot and don't really use the flashlight outside because it doesn't really work well outside. I use it when I can't see :smile: . Like in a dark building.
