Using 20% of one CPU core while Idle #38

I have it perform a speed check every 10 minutes, between this time it is not idle, but using significant CPU. Process Explorer shows 5% of my total cpu being used (4 CORE, 8 hyperthreads i7-4810MQ).

I have the same problem.

Noticed the Page Fault count rate is very high. Greater than 100 per second.

No Hard Faults detected. No disk I/O either. Soft Page Fault.
