The following depositories must be added to DINA. I believe these were originally extracted from the following website, but we have since expanded the list to make the CNC DB more comprehensive: http://hbs.bishopmuseum.org/codens/

Firstly, I will reiterate why we require recording data for specimens deposited elsewhere: 1) We end up giving specimens to other institutions as part of exchanges, gifts and scientific vouchers to disseminate diagnostic reference specimens critical for the identification of invasive, pestiferous and other species. We need to track these outgoing transactions to know that a specimen isn’t lost, but transferred to another collection, while retaining the specimen data for future use. Deleting these data is not sensible. 2) CNC specimens are routinely retained by global experts in exchange for curatorial expertise in identifying specimens sent out on loan; change of depository must be similarly tracked. 3) Specimens from other institutions may be imaged for diagnostic purposes; we retain the data/images by agreement and link those images to specimen records, but will return the specimens when done. 4) After specimens are collected by CNC staff and labeled at the CNC, those specimens may have to be returned to their country of origin, or to a specific regional collection in that country. This may be mandated by law a posteriori (think Australia, India and Brazil), or a priori to meet the requirements of a collection permit or to facilitate local good will towards those local experts acting as guides or processing paperwork to arrange for collecting and travel. 5) Tracking is required for routine collections activities and transactions, requiring a list of global experts and their collections. In the case of loans, one of the goals of DINA is to link specimen records in the database to outgoing loan records. Existing databases do not include exhaustive lists of all collections, and additions will be necessary over time. 6) Other insect collections within AAFC will want to use our database (ex: Fredericton). It is much more functional to have all the insects grouped together and searchable within one database than to have that collection separated (ie: as CNC and DAO will be). 7) Institutional and private collections, partially to entirely digitized, do sometimes get transferred to AAFC. For example, the UPEI collection was entirely transferred to AAFC in Charlottetown. When that happens, it is easy to update depository in our existing database. 8) It is legally the responsibility of AAFC management to look after all loans to scientists. If someone dies or leaves, we are legally responsible to return material. All loans should be databased and are thus easily tracked for future return. 9) All data are important, and it may be difficult or impossible to retrieve data after those data are lost or deleted. We also lose data when specimens are not digitized in the first place because of departmental restrictions. Potential future use cannot always be anticipated. 10) And lastly, part of our agreement with the bioinformatics team was that DINA would not have less functionality than currently exists in the CNC DB. As a core field, it must be maintained. 11) Support of research and tracking of research loans. Our scientists use material from dozens of collections for each systematic revision that they publish. These data must be housed in our database as the database is a major research tool (used for phenology studies, tracking habitats, keywords, making maps, etc. - all critical to publication. If we cannot include material from other collections in our database, scientists will abandon use of the CNC database and return to using homegrown options. 12) Taxonomic cataloguing of type specimen and other materials, which are deposited globally.

There's a modelling for a Collection (with codes) optionally attached to an Institution (also with codes). Neither need be limited to in-house, AAFC-owned material. Do these sufficiently mirror the intent of a depository? Or, are you looking for official policy that itemizes rules and specifies conditions?

In house is easiest. Just import the data over since it's already there. These codons mean a thing to the users; that is their "intent". It's valuable and it's part of CNC DB functionality that has to be preserved, and it is linked to tens of thousands of existing records. The framework that you need to work it into DINA behind the scenes can be left up to you as long as we don't add layers to confuse users or to make usage of DINA more laborious.

Noting here that this may (or may not) affect how search should operate, i.e. search all collections (= depositories) vs only those attached to the AAFC institution because that attachment is a declaration of AAFC ownership. This of course also affects bulk export of data for publication to GBIF for example, but that is a relatively trivial bit of logic in comparison to up-front search.
