Describe the bug
I have not seen the bug happen with this skill until now. I teleported to lilyut. Upon porting in i was immediately under attack by three wraith things. Deflect and retaliate activated immediately. I got the 3 second cool down debuff but this is the first time it ever got stuck at zero and did not clear. I was literally doing nothing since i was still loading. i ran back to the mobs and even with battle focus active, i was no longer activating deflect and retaliate with the debuff stuck at zero. Being that mutliple debuffs are exhibiting this behavior I believe there may been a common cause in root code somewhere. Teleporting somewhere else did not fix. Logging out and back in did fix.

gets stuck at zero and never clears

Ok I think i just figured this debuff not going away thing. I am able to reproduce it. As soon as deflect and retaliate 3 second debuff activates i turn and start running away from the mobs. Every single time it stays active. I dont know why but it seems like if you are outside of striking range of the enemy who activated the debuff on you, it does not clear when it hits zero. SCOOBY DOOBY DOOOOOOO!
