[v2.4] NUES9Type incorrectly flags RI/PR numbers as invalid #93

Probably no action required here as we've moved on to v3.0, but I wanted to call out that while verifying some updates I found an issue with the NUES9Type validation. I noticed that, besides removing the line break in v3.0, a missing pipe character (|) was added between "PR" and "RI", which fixes the issue where PR- and RI-prefixed NUES tags would cause CVI XML to be invalid. I didn't see reference to this in the issue notes tied to that change, so I wanted to note it here.

As noted in my original comment, this was resolved in v3.0, the current standard. After discussion with the group on March 20, 2024, it was felt that this likely not have been an issue anyway as it's expected that Puerto Rico and Rhode Island don't use their own prefixes in NUES9 tags. Based on that, there will be no action taken on this issue.
