Move to the MicroBuild Template which is a template layer above the 1ES Template.

I pushed your branch into this repo and tried to queue a build on the devdiv AzDO account. It failed to even queue with this error:

The 'stages' parameter is not a valid StageList. /azure-pipelines/prepare-insertion-stages.yml (Line: 6, Col: 1): Unexpected value 'stages'
