Setup of initial teams #8

Create a customising table to store initial teams. The content of this table will be used and loaded to each new game created.

Note: a game will never change the setup table. It is only used during game creation time.

Table ZEF_SETUP_TEAM created.

Still working on table columns and number ranges.

No. It's a transparent table used when setting up a new game
