Simply copying the R code from here results in a dataframe with zero rows. Also, possibly indicative, abcd_instruments$shortName is NULL.

I just tried to run the first 5 lines of the page on my end. Seems to be working. I get 241 elements in abcd_instruments$shortName.

This call to NDA might fail if their system service is not accessible - maintenance or a problem with their system. Hopefully you can run the same call again and it will work now. Please let me know.
