Add CI/CD Infrastructure #1

As with other models, it should be a short addition of a ci.yml and cd.yml similar to https://github.com/ACCESS-NRI/ACCESS-OM2/tree/main/.github/workflows since it's a generic workflow now.

Requires https://github.com/ACCESS-NRI/build-cd/issues/67
