Removed access-om2 spec
Added specs for access-om2s dependencies
Added constraints on dependency packages

Would like @harshula and @aidanheerdegen opinions on this modification to the release spack.yaml.

@aidanheerdegen isn't openmpi nci-openmpi? That would make it non-generic.

Will wait to merge, at least until we know we can still create an access-om2 module file.

Closing this PR as we will be keeping the SBD around to build modules. Will be keeping the history just in case we ever come back to removing the ACCESS-OM2 SBD.
