GPCP-V2.2 (obs4MIPs) file location move #182

pr_GPCP-SG_L3_v2.2_197901-201312.nc is found here: /g/data/ct11/access-nri/replicas/esmvaltool/obsdata-v2/Tier1/GPCP-V2.2/v20180518/ should be moved up a level to: /g/data/ct11/access-nri/replicas/esmvaltool/obsdata-v2/Tier1/GPCP-V2.2

to meet default directory set (config-developer.yml)

  input_dir:
    default: 'Tier{tier}/{dataset}'

[x] also fix in kj13

I think we need to follow-up on those things with NCI. It's been a while. @flicj191
