Use historical restarts from vk83 #20

This currently requires manually running thewarm-start.sh script to fix the dates of the restart files from the pre-industrial run before doing payu run.

Remove this step and put the processed files in vk83 (#7, #8)

/g/data/vk83/experiments/inputs/access-esm1p5/historical/restart has the PI-01 year 541 restarts from the original suite.

Could name extra cases something like restart_PI-01_0541?

Should there be a default or should all cases have a run & year name?

This runs correctly and matches a run with the original COE setup, except that here year 1850 is in output000 and in the original it was in output001 because the setup step created restart000.
