doc dir for wiki searches #16

Adds doc dir in case we need it for wiki searches in future - see https://github.com/COSIMA/access-om3/issues/75

Includes an update_doc.sh script to keep it up to date, and also update the changelog.

This PR is analogous to https://github.com/COSIMA/MOM6-CICE6/pull/36
