Add workflow for generate-initial-checksum and associated config/ci.json file.

In this PR:

Added config/ci.json configuration file
Added generate-initial-checksums.yml
README.md: Added section on config/ci.json and user-dispatchable workflow
README.md: Fixed markdown linting errors

Repository Changes:

Added Repo-level vars.CI_JSON_SCHEMA_VERSION
Added "Gadi Initial Checksum" Environment and the required vars/secrets. Also added ACCESS-NRI/ocean team as required reviewer

Closes #48
