Improve satanal to be used as a general analysis tool for satellite radiance observations #188

I wrote "satanal" Python module to be used in analysing o-b stats of AIRS radiance observations. Over time it grew and its use is now not confined to AIRS. It can read SatRad writefiles of any satellite obsgroup that OPS produces. It has many diagnostic and plotting functions which are commonly used in assessing and evaluating satellite data assimilation.

In this ticket I'll try to remove code that is tied specifically to AIRS so that satanal can be used as a general analysis tool.

Following lastest working copy is update,

raijin2:/home/548/jtl548/da/sat_da/channel_use/scripts/python/satanal

The changes were not committed to repos as some functions have not yet been completed.
