rose-host-select defaults in rose.conf #254

To run UKMO suites, in the rose.conf file (e.g. under a user's .metomi directory) the [rose-host-select] section should contain default=hpc group{hpc}=raijin.nci.org.au group{linux}=accessdev

It would be easier if this was in the default rose.conf file to avoid rose-host-select errors when running a suite for the first time. New users are likely to hit this error.
