Make available a build of SURF-2016.07.0 #283

The latest release of SURF is needed for soil moisture analysis for LAMs. A build of surf-2016.07.0 needs to be placed in a shared location, e.g. /projects/access/nwpdir/share/APS3/SURF.

surf-2016.07.0 corresponds to revision 235. See https://code.metoffice.gov.uk/trac/surf/.

Option 1. Copy from an existing build. Susan has built one. It is in /home/548/sjr548/cylc-run/surf_trunk/share/fcm_make_surf_x86_64_ifort_opt_mirror
