Move OPS and VAR builds to NWP shared directory #290

Request

I am requesting for the new OPS and VAR executable builds (both debug and opt configs) are moved to the NWP shared directories: ~access/nwpdir/share/APS3/OPS and ~access/nwpdir/share/APS3/VAR , with the branch changes in the readme.

The local build directories info is in the subwiki page

Background

The new versions of both OPS and VAR have been released earlier this month both the reanalysis and C2/3 suites require these builds.

With advice from Susan, I have built these executables using rose-stem suites using the local NCI optional configurations and with one minor change updating the intel-mpi library.

Wenming L. has completed the request and moved both OPS & VAR 2016.09.0 opt and debug builds to the ~access/nwpdir/share/APS3 directory.

The information for each build is included in a ReadMe file.
