Include short a user guide to the code that updates bias coefficients for satellite radiances

The bias update code used to update bias coefficients for satellite radiances is expected to be used by the ISS/BNOC operational staff. They will need a short user guide. This ticket records the inclusion of a Word user guide and other minor changes to improve its useability.
