Add fcm keywords for access-svn repo #304

Could someone please add fcm keywords for the access-svn repo projects, particularly the utils project? On raijin particularly.

Hi Martin

There's this ticket, but although the ticket description says access-svn, the solution refers to MOSRS. I'm pretty sure I wanted the access-svn ones (too!).
