Check if mppncombine is finished then run filemove #327

By running cylc sometimes "mppncombine" will be hold for unknown reason in the meantime the next time step "coupled" might start already.

In case of wiping out the previous time step files can we hold the "filemove" till the previous time step "mppncombine" finished?
