Copy atmospheric files to archive as completed. #357

At the moment the UM run scripts leave the most recent dump file in the share/data/HistoryData directory and only move old ones to the archive directory. Similarly with monthly mean files (the UM needs the most recent one to be present on restart so it can check it was completed ok).

Post-processing and restarting from other runs would be cleaner if all files were copied to the archive at the end of the run and then ones no-longer required in HistoryData were simply deleted.

Perhaps also strip out the partial sum fields from the UM restart files. These aren't required because we run in whole months and don't save seasonal diagnostics.
