Investigate unrealistically low screen-level dewpoint over WA in ACCESS-G3 #373

A 6-hour forecast from 20200504T12Z analysis from the operational ACCESS-G3 showed unrealistically low dewpoint temperature east of Pilbara. There is not yet any firm evidence what could have caused the problem but it's likely the problem is in the initial condition.

This ticket describes tests carried out using the ported PS41 global suite to investigating this problem.
