Rose review should fill in a default review title #94

A good starting point would be the Rose ID & suite title from rose-suite.info, e.g.

au-aa025: ACCESS coupled suite

Can be added using rbt post's --summary flag

Can find a suite's ID using

rosie id

Can find a suite's title using

rosie lookup --query idx eq au-aa000 --format %title --no-headers

(Note however that this command also prints an extra URL https://github.com/metomi/rose/issues/1183)
