Create minimalist requirements documents to provide structure to development work.

Should this go in a GH wiki or a markdown file? (markdown has portability advantages)

TODO:

[ ] List high level use cases
[ ] Document different data file types to handle
[ ] Create list of modifications required & any conditions (e.g. process PP files in a specific fashion)
[ ] Document how different errors & exceptions should be handled
