Should we add build-ci to the access-esm1.5 branch ?

I think we can just copy https://github.com/ACCESS-NRI/cice5/blob/master/.github/workflows/model-build-test-ci.yml to the branch? (and add access-esm1.5 to the branch names )

HI @anton-seaice The cice 5 will not couple in at the moment @aidanheerdegen until @dhb599 has done his coupling work, I think he is part way there. Is it possible the spack build stuff may work without the code working though! The cice4 should build OK.
