Use COSIMA spack build of ESMF. #10

Build in/scratch/tm70/mrd599/esmf-8.3.0 used debug options, https://github.com/COSIMA/access-om3/issues/40#issuecomment-1633382833. Should try with the optimised COSIMA spack build.
