Export CM2 cice fluxes to UM #14

This involves:

[ ] export CM2 fields from CICE cap
[ ] use CMEPS to pass fields to UM
[ ] write data to UM internal arrays in UM cap

Mapping (could be wrong!) between CM2 CICE fluxes and UM fields:

ia_aicen == ice_fract_cat?
ia_snown == snodep_sea_cat?
ia_thikn == ice_thick_cat?
ia_itopt == ti_cat?
ia_itopk == ice_k_cat?
ia_pndfn == pond_frac_cat
ia_pndtn == pond_depth_cat
