CICE fluxes scaled incorrectly #22

CICE sends/receives ice area averaged fluxes, but grid box area averaged fluxes are sent by mistake.

Fixed. CMEPS scales heat flux, melt water, and salt into the ocean by ice fraction. The UM divides ice fluxes by ice fraction (on categories) before coupling.
