Reusable CI build workflows #5

A goal of this infrastructure is to be able to utilise GitHub reusable workflows for building all components.

The design of the build workflow is informed by, but also places requirements on, the build infrastructure of the model components. Hence the following issues are linked by a requirement to use the same build CI
