Ensure `um2nc` dependencies are available in `conda` #34

The recent um2nc / um2netcdf project has some dependencies for which there is uncertain conda support.

Reference issues:

The 2nd PR item details work around dependency versions & some work to build up an environment.

TODO: solve possible issues with installing mule from source hosted on GitHub (it works with a pip command...). Mule is here: https://github.com/metomi/mule/.
