Even though we export SPACK_DISABLE_LOCAL_CONFIG="true", I noticed that the ~/.spack directory is created. It appears this happens because $SPACK_USER_CACHE_PATH is set to ~/.spack directory.
export SPACK_DISABLE_LOCAL_CONFIG="true"
~/.spack
$SPACK_USER_CACHE_PATH
