CI: Pull `spack_config` in Gadi on push to `main` #8

When there is a push to main for spack_config, we need to update the spack_configs on /g/data/vk83/apps/spack/<version>/spack_config. Create a workflow that does this.

Note, this will depend on the resolution of https://github.com/ACCESS-NRI/spack_config/issues/7
