`ACCESS-OM3`: Move variants and flags from `spack.yaml` `spack.specs`/`spack.packages` into SPDs/SBDs #102

As noted in https://github.com/ACCESS-NRI/ACCESS-OM3/pull/5#issuecomment-2089400568, we shouldn't make variants explicit in the spack.yaml - they should be the sensible defaults in the SPDs/SBDs.

Move the variants in https://github.com/ACCESS-NRI/ACCESS-OM3/pull/5/files#diff-e8582e74fa156f4e5729a850e52b24f2fde2d815c2c9c360f88c4cf90db851ab into the appropriate package.py.
