Make mom5 restart_repro variant the default for access-om2 #78

It has been decided that restart-reproducibility should be the default for production access-om2 builds, so we should make that the default for the bundle package.

This will also make it simpler to roll this out to production: https://github.com/ACCESS-NRI/ACCESS-OM2/pull/54

There is no need to add this to the access-om2 package, simpler to just make +restart_repro default for mom5
