Add page: How to publish with ESGF #28

Add an ESGF subpage under https://acdguide.github.io/Governance/publish/publish-options.html Describing the process for preparing data for publication to ESGF and the steps involved (ES-DOC for CMIP6, DRS compliance, quarantine and pre-pub procedure with NCI).

This page now exists under publishing options, needs to be populated - probably @chloemackallah is the most recent to have successfully gone through the procedure, though with recent changes maybe @paolap should document based on her current publication for most up to date information?

This needs to be updated, I can have a shot at the CMIP side but there's aspect of CORDEX listed here I'm not familiar with. For CMIP6 this is the current outline (in bold)

CMIP6 DRS & CMOR: I can write an intro to this highlighting the main aspects we cannot really describe the full procedure CMIP6 data request: I never personally had to do that and I don't think it's anymore possible to use the software?? So at the most I can mention there's a a data request file that needs to be used

Tools: ACCESS pp tools:

I guess I should mention here APP4, as we never tried mopper for an official file however, it should be possible to use mopper, maybe I will test that actually

Projects: fs38 (CMIP6); rr3 (CMIP5); lp01 (regridded CMIP from BoM) we should probably mention the projects in an overview to this process? and I don't think there's need to mention lp01, I think at this spoint really we should document how to contact nCI and what they will do, as from a user point of view you cannot actually publish the data. So the first CMOR.. point belong to an overview of the requirements, the second is how you prepare the data and the last point is submit the prepared data to the ESGF node?

A note from Alicia on CORDEX conventions: "One thing I learned recently is that the CORDEX convention keeps changing (aka updating), and if one is not aware of the changing convention happening every couple of weeks, one might miss updating the data file and not be CORDEX aligned anymore. Currently, there are data description and meta-data differences between ACS-CCAM and QLD-CCAM published CMIP6 CORDEX data because of that."
