Add Manifest download capabilities to UI #8

As a Aced user, in order to efficiently download a set of files, I need the ability to create a download manifest from the UI

See the NVIDIA project.
See the gen3 data downloader utility.
See the pelican backend service (k8s)

The task is complete when:

I can select a set of files in windmill and click download manifest
I can use that manifest to initiate a download

Configured in Windmill gitops.json

As such it will be stored in the Secrets directory within the Gen3 deployment (related to https://github.com/ACED-IDP/gen3-helm/issues/7).
