Add tests for privileged and non privileged User.

As a ACED engineer, I need to know that a privileged user can grant non privileged users write access to a project

After an environment is established:

• log in as a privileged, admin user and collect credentials, assign it to profile-privileged.
• log in as a non privileged user and collect credentials, assign it to profile-user.
• Create gen3-client profiles of the same names.
• Use those profiles to create pytest tests/integration that implement:

Note: these profiles will expire and will need to be manually updated
