We could track papers over time that are read using citeulike and Mendeley for individual researchers. This may be just a current snapshot, or if dates are available it could show the growing number of reads over time.
Citeulike also has a rating feature where readers can give paper one to five stars (a bit like IMDB or goodreads). So there is the possibility of creating a list of the top-rated papers.
