Flexible Degree for Polynomial Basis #111

Allow setting degree for polynomial basis, or consider just constructing a new basis from scratch.

in #110 we now just construct a new basis from scratch, which n particular means we now store the notion of orthogonality. Could be re-opened if it causes problems.
