JuLIP Version bounds #41

ACE v0.8 needs an upper bound for JuLIP, likely 0.10.x, but should be tested carefully. Problem is that ACE tests pass but IPFitting tests fail. Not clear why, some strange import problems that I couldn't track down likely caused by the introduction of ACEbase.

it seems this is now fixed with ACEv0.8.7 but one must also pin the JuLIP version number.
