Important note before merging, this builds on #291
Rebalances ground gas turbines with the following rules in mind:
GGTs are a slightly scaled down GT with built-in gearing, fitting in the same form factor
Same peak power as the equivalent GT, with a 10% nerf to account for the space for the gears
~20% heavier than the equivalent
Slightly more drag (drops RPM faster when throttle is released)
Flywheel mass is changed so both engines have the same effective inertia
I tested them side by side, and they rev up to redline in the same amount of time (slightly slower for the GGT due to the 10% nerf), and accelerate a heavy external flywheel at the same rate.
Should make GGTs usable, and solve the issues with GTs, which is mobility code making aggressive down-gearing unstable. It is basically a slightly worse, but more usable GT.
