修正舉報人增加說明後，前端 informer 會被暫時清空的BUG #640

修正 #639 提到的BUG

更新的動作 fields 不一定會有全部的欄位出現，因此用刪除的方式取代用空字串覆蓋，避免原本前端有的資料被空字串覆蓋
