[BUG] Old board members still being tracked for problems

Expected Behavior

What is supposed to happen?

The retired board members should no longer be tracked for problem counts.

Actual Behavior

What actually happened?

My profile currently shows -1 on the log.

Steps to Reproduce

1. Visit https://acm-uci.org/Login
2. Log in.
3. View the log.
