Add Google Search Console and AdSense support.

Still need to add analytics and adsense to index.html!

PR is ready to be tested and approved. In addition to adding Google Analytics and AdSense functionality, I've converted index.html from a static file to a Django template. Additionally, I resolved multiple Django errors plaguing our deployment since the beginning of the project! See my commits after my most recent comment for details.
