If the assignee for issue #3 hasnt sent the pr yet, can i integrate this issue with #3 and send a PR together for both?

Hey the assignee hasn't sent a PR yet. And it's not ideal to send a PR for an issue that's already assigned to someone. If you want you guys can mutually decide and work it out in the comment section of that issue.
