Currently the "Write to Lawmaker" button only shows on the bills page. However, when mentioning action needed for a specific bill, we need to send people to that bill's page.
Add the "Write to Lawmaker" button to individual bill pages as well, such as https://www.americancitizensfortaiwan.org/bills/4158615a-09e1-4b52-9f45-273842ab9ede
