Update filtering /sorting in the candidate table

Update filtering /sorting in the candidate table #39

Currently existing is "filter by position", but additional filters are needed:

filter for obsid (and or date/range)
frequency (select checkboxes?)

Sorting options:

peak flux
detection statistic

Related issue is #34: Whatever filters we put in place here should propagate to the download link.
